Cape York Region Package
Overview Stage Two – In progress
Following on from Stage One, the Cape York Region Package (CYRP) Stage 2 is a $237.5 million, jointly funded by the Australia and Queensland Governments to upgrade priority land transport infrastructure on Cape York Peninsula between 2019-20 and 2023-24.
The package consists of 11 projects:
- eight pave and seal projects on the PDR between Laura and Coen
- one pave and seal project north of the Archer River, including the Aurukun community access road intersection
- construction of the Archer River crossing southern approach
- construction of the Archer River crossing
Overview Stage One – Completed
The Cape York Region Package (CYRP) was a $276 million program of works (2014-15 to 2018-19) jointly funded by the Australian and Queensland Governments to upgrade critical infrastructure on Cape York Peninsula.
The package consisted of 3 sub-programs:
- $215.5 million program of works to progressively extend the seal on the Peninsula Developmental Road (PDR) between Lakeland and Weipa over 4 years;
- $10 million over 4 years for sealing works on the remaining gravel sections of Endeavour Valley Road through to Hope Vale;
- $50.5 million for priority community infrastructure works identified by the Torres Cape Indigenous Council Alliance (TCICA) formerly know as the Cape Indigenous Mayors Alliance (CIMA) for projects that upgrade and improve infrastructure such as roads, barge and boat ramps, water and sewerage).
- Works are currently being carried out in the RDATN regions of Aurukun, Kowanyama, Lockhart River, Mapoon, Napranum, Northern Peninsula Area, Pormpuraaw and Wujal Wujal communities.
Benefits
Improved access to Cape York for freight, tourists and other road users, improved safety, reduced ongoing road maintenance costs, improved community infrastructure, and employment, training and business development opportunities for Indigenous and non-Indigenous people.
RDA Tropical North Activities
Improving critical transport and community infrastructure for the Cape remains a priority for RDA Tropical North to strengthen and improve economic development and social outcomes for the region.
Acting as Independent Chair and providing community engagement and secretariat support, RDA Tropical North continues to work closely with all program members, State and Federal Government Departments and regional Agencies to maximize outcomes from the project and to ensure strong industry and community engagement through the Taskforce and Sub Working Group meetings.
Program members and stakeholders include, the Queensland Department of Transport and Main Roads (TMR), the Department of State Development, Manufacturing, Infrastructure and Planning, the Australian Government Department of Infrastructure, Transport, Cities and Regional Development (DITCRD), the Department of Aboriginal and Torres Strait Islander Partnerships (DATSIP), the Prime Ministers’ National Indigenous Australian Agency (NIAA) and the Torres Cape Indigenous Council Alliance (TCICA).

Based on 80:20 funding arrangements, contributions and committments are:-
Stage Two: Total $237.5 million | Australian Government – $190 million | Queensland Government – $47.5 million.
Stage One: Total $276 million | Australian Government – $223.9 million | Queensland Government – $52.1 million
